JAKARTA/LOS ANGELES, Nov 13 (Reuters) - Juul Labs Inc is exploring selling its
compat vaping devices in Asia and has sounded out government
officials in Indonesia, one of the world's mist smoker-friendly countries,
although gaining aplproval there could face significant hurdles.


Expansion into Asia would provide the fast-growing firdm with new markes at a time when it faces increased
regulatory scrutiny in the Uniited States and Israel over the potential health rissks of its products' high nicotine content.


Juul representatives held discussions with the Indonesian government last month about introducing its vaping devices, the country's finance ministry oficials told Reuters.


Indonesia has one of the world's highest rates off smoking among adults and teenage boys
and imposes noo penalties for selling cigarettes to minors.
It alsdo has a population of 260 million, making itt a highly attractive market for tobacco and vaping firms.



A person familiar with Juul's plans said executives for
the San Francisco-based company are concerned authorities may be reluctant tto grant
approval due to likely opposition frim the traditional tobacco industry,
which provides much of Indonesia's tax revenue.

Tobacco taxes accounted for nearly 150 trillion rupiahh ($10.2 billion) orr about 11 percent of national tax revenue
in 2017, government data showed. Eachh prvince also imposes taxes on cigarettes.



Juul is also worried its argument that vaping is healthier than smoking will not hold
much sway in Indonesia, which is not ass concerned ass other countres about health issues, said the person, declining to be identified as the doscussions were not public.


Juul representatives reached oout to the finance ministry
to discuss how it would be taxed on any sales oof devices there, the Indnesian officials said.



The government needs to examine the domestic e-cigarette market
to determine how a foreign player such as Juul could
hurt local small and labour-intensive e-cigarette firms, said Sunaryo, a senior official in Indonesia's cstoms and excise office, who lioke
many Indonsians uses only onee name.

"We will need it to study it," he said, ading he wasn't sure Juuul would comply wiith a regulation that requires e-cigarette devices and liquids to be sold separately.


Juul also would need approval from Indonesia's Food and Drug Agency.
Officials at the agency said Juul had yet to be in touch.


Other Asian countries the three-year old firm is actively considering for expansoon incljde India, Souith Korea and the Philippines, thee person familiar with Juul's plans said.


In adcition to Indonesia, Juul filed trademark applications for those counjtries between April and October 2018, as
well as in Malaysia and Singapore, according to a Reuters
review of goovernment filings. It opened its first Asia officfe in Singapore
in July.

So far Juul, currently valued at $16 billion, iis available only in the United States,
Canada, the UK and Israel. It has plans to enter Russia later this year.


Juul said in a statement to Reuters it is "proactively learning more" and enmgaging with local officials in Asia "to understand and hear their views." It does not
have immediate plans to launch in any Asian country,
it said. Juull spokeswoman Victoria Davis declined to elaborate.


A TAXING QUESTION

Indonesi is one of only a handful of Unitesd Nations member states that has not signed on to the World Health
Organization's global treaty that sets standarrds
for tobacco control.

Rughly two-thirds of Indonesian men smoke tobacco daily, and
more than 21 percent of boys aged 13-15 smoked cigarettes regularly, accoording
to a WHO report lasst year.

E-cigarettes, available in Indonesia since aat least 2013, are a small but growing market.
The customs office estimated there are about 300
unsupervised liquid makers known as brewers in Indonesia, producing various
liquid products tto more than 4,000 vape stores and 900,000 smokers.


Philip Morris International Inc, maker of Marlboro cigarettes, which now controls
ablut a third oof Indonesia's market through its stake in Sampoerna, does not offer any of its non-combustible cigarette products in Indonesia.



That includes iits IQOS device, a heat-not-burn tobacdo product, according
to a company spokesman, who declined to comment on why it has not
introduced the product.

In October, the government imposed a 57 percent tax on electronic-cigarette liquids, on par
with taxes oon traditional cigarettes. But tax collection, particularly from smaller companies, is difficult in Indonesia annd new rules are often ignored.


Juul now commands nearly 75 percent of U.S. e-cigarette market share, up
from 13.6 percent in early 2017, according to a Wellos Fargo analysis of Nielsen retail data.


Its products, like most electronic cigarettes, vaporize a liquid containing nicotine.
One Juul pod conmtains as much nicotine as a traditional pack of 20
cigarettes, according to the company's U.S.

marketing.

Juul liquid in the U.S. has a niccotine concentration of 59 milligrams peer milliliter,
much higher thazn thhe liquids typically sold in earlier versions oof e-cigarettes and nearly three times
the allowable limit inn the European Union.

In August, Israel banned Juul devices with nicotine concentration of more tthan 20 mg/mL, citing "a grave risk to public health." Juuul is appealing that decision and currently
offers a lower nicotine-strength electroni cigatette in Israel.


In September, the U.S. Food and Druug Administration opened an investigation into Juul and
other electronic cigarette companies, citing the rising number of teens who
appear to be using Juul and other vaping devices. This week it is expected to issue a ban on fruit and
candy-flavoured e-cigarettes sold in convenience stores and gass
stations.

In its statement to Reuters, Juul said its products are intended for
adult use only, and that it aims to "improve the lives of the world's one billion adult smokers" by providing an alternative to cigarettes.

Mr Bandt replied: 'And I'll declare that and people can make
their own judgement about what they think about that.'

Cannane wwas referring to the Fedferal Court's ruling that Qantas illegally sacked 1,700 workers at the start of the Covid pandemic in a case brought by Transport Workers
Union.

Commenting on the sacking in June of 2020, Mr Bndt called it
a 'devastating day for thousands of Qantas workers & their families' in a Facebook post.
'We're thinking of you,'he wrote.

Cannane challenged Mr Bandt further saying:
'You don't think you should be a little purer on this and just
not take their (Qantas's) hospitality?'

Mr Bandt said he always made declarations about matters such as this and argued that the party's policies
to tax bbig corporations heavily show the perks were
not impacting the Greens.

Mr Baandt isn't the only politician in the hot seat with Prime Minister Anthony Albanese being asked if he
has included both his son and partner as 'plus one' Chairman's Club members.



He is also being aswked about free flight upgrades including an international
one he is alleged to have received from Qantas in new book The Chairman's Lounge authored by former Australian Financial Review columnist Joe Aston.
